This is absolutely ridiculous as there's no reason the two need to be bundled, especially if you're planning to add a VOIP service to your DSL line. (Of course, your DSL speed may make VOIP less attractive, but that's another matter.) My DSL is weak and I can't get anything better. So if you are running a 1mbps DSL and you game a lot, then you should really reconsider.
